Lieutenant Governor Manoj Sinha will address the first session of the Legislative Assembly of Jammu and Kashmir Union Territory on November 4 in Srinagar.
First Assembly session of Omar Abdullah Government will have only five sittings and the calendar released today by Pro-tem Speaker has no mention of any Resolution on restoration of Article 370 or Statehood to Jammu and Kashmir.
As per the calendar, election of the Speaker has been scheduled at 10.30 am on November 4 while the Lieutenant Governor will address the Legislative Assembly the same day at 11.30 am.
This will be first address of Lieutenant Governor Manoj Sinha to the legislative Assembly as Jammu and Kashmir was under the Central rule since he took the charge.
November 5 has been fixed for Obituary Reference i.e. the Assembly will pay tribute to members of the Assembly, erstwhile Council, prominent Parliamentarians and others who passed away during the period there was no Assembly in J&K.
Discussion on Motion of Thanks on Lieutenant Governor’s Address is scheduled for November 6, 7 and 8.
On November 8 after discussion, Chief Minister Omar Abdullah will reply to the Motion of Thanks and Lieutenant Governor’s Address.
November 8 is last day of the session.
Sources said if the National Conference Government offers post of the Deputy Speaker to the main Opposition BJP, which is expected, election of the Speaker is likely to be held unanimously.
However, no day has been fixed for Resolutions in the Assembly calendar and there is no mention of the National Conference Government bringing any Resolution either on restoration of Article 370 or Statehood to Jammu and Kashmir.
